TARGET GROUP:
- Those with responsibility for scheduling or managing personnel.
This course is designed specifically to support and facilitate the delivery of improved deployment practices across the police service and the improvement of working conditions for officers and police staff through the provision of appropriately skilled resource managers.
THE COURSE IS ALSO OF BENEFIT TO:
- Those with responsibility for reviewing operational performance.
- Project Teams engaged in work schedule reviews.
- Project Teams engaged in the acquisition/implementation of Duties Management Systems.

MAIN AIMS OF THE COURSE
· To expose students to the major theoretical formulations and models in the area of resource allocation underpinning their approach to the role of resource manager.
· To enable students to take a professional and ethical approach to shift design, taking full cognisance of legislative and health requirements, whilst being mindful of possible conflicting requirements of the organisation and employees.
Students will gain an understanding and awareness of:
· The political, financial and organisational context within which they will manage resources.
· The role of resource manager and its importance to efficient and effective policing.
· How legislation and Police Regulations affect working time and work schedules.
· Civil liability and its impact on working practices and shift design.
· Methods of allocating resources.
· Lessons to be learnt from past work schedule experiments.
· How performance targets in patrol work affects the number of staff required to deal with calls for service.
· The impact of abstractions such as sickness and training and how such abstractions affect the number of staff required to fill each officer/staff post.
· How to predict staff availability by applying a mathematical formula.
· How matching supply (staff) to demand should affect and influence shift design.
· The effects of shift work on health and work/life balance and how this should affect shift design.
· Methods of allocating for patrol and neighbourhoods.
· Adopting an evidence based approach to absence management.
· How to implement schedule change.
· Risk assessments and planning patrol work.
