Resource Analyser/Demand Profiler
Patrol Analyser Response Toolkit is designed to assist police forces in analysing the workload of response officers in the context of the differing policing environments in which they operate. Specifically, it is designed to match police officer deployment to demand in order to produce a model of required staffing levels over an 'average' week based on workload, geographical factors and determined performance criteria. This toolkit can be used at a Force level to examine and model the efficiencies of differing patrol areas, BCU level. The “What If” scenario becomes an easy option.
Once a benchmark is set the toolkit can be used a regular intervals to monitor performance and progression.

Overview of factors incorporated in the analysis
Number of calls for service categorised by:
• Priority
• Time of day
• Day of week
• Size of the policing area (square miles)
• Miles of road in the policing area
• Vehicle response speeds based on priority of call and relevant traffic conditions
• Average number of officers attending each call
• Average time engaged on a call per officer attending
• Amount of time officers spend on tasks not related to calls for service
· Details of abstractions that take resources away from their duties as allocated.
· Details on the numbers of resources allocated and the timeframes they are scheduled
Overview of available reports
Total Staffing Hours Required - this is the total number of hours that need to be worked during a week to meet the performance criteria you have set.
Required 'On Duty' Staffing Distribution - this table displays the number of officers required to be on duty during each hour of the week to meet the performance criteria you have set.
Calls for Service Workload - this table displays in minutes the average amount of time each officer will spend engaged in call for service work during each hour of the week.
Total Workload - this table displays in minutes the total amount of time each officer will spend engaged either on call for service work or administration work during each hour of the week.
Patrol Time - This table displays in minutes the remaining time officers have, on average, available each hour for other activities such as proactive work.
Comparison of the Staffing Requirement Model - This table displays and compares the requirement of the model with the actual weekly distribution of staff.
Comparison of the Staffing Requirement Model after abstractions - This table displays and compares the requirement of the model with the actual weekly distribution of staff but taking into account reductions in staffing due to abstraction of resources. This table also provides a “fit” between the model and the resources currently being allocated.
